Private +2 against the law

It is found that private Consultancies and Institutes which are not validated by the law have been conducting the +2 programs. But the regulating bodies are still silent. The Nepal Education Board (NEB) and Education Development and Coordinating Unit (EDCU) also do not have any knowledge about such activities. Even there is no knowledge about who is the regulating body.

According to the amendment in the education law, the classes from 1 to 12 are kept under the early education. There is no rule that +2 course can be conducted by the private Consultancies and Institutes who do not run the early education classes. But still, no action has been taken against such private Institutions.

According to the Deputy Secretary of the Ministry of Social Development, Phadindra Khatri, the registered private institutions can conduct tuition classes, language training and educational counselling but cannot conduct private +2 programs. The responsibility for the regulation of such activities are given to the local level authorities but they are also found to be a dilemma regarding the action to be taken. According to Deputy Secretary of EDCU, Dibyaraj Kattel also, the responsibility for the regulation of such activities goes to the local level authorities or NEB, as the HSEB has been merged with NEB.

According to the President of NEB, Prof. Dr Chandramani Poudel, there is no provision for the conduction of such private +2 programs so it is illegal. Also, the responsibility of taking action against such activity is not of NEB but of the local level authority. According to him, with the removal of HSEB, the responsibility of it has also been removed. Such Private Institutions can conduct the University level courses following the criteria of the University but not of +2.

The head of Biratnagar Metropolitan City, Bhim Parajuli, said that the action against such institutions will be taken soon and regulation will be done.
